Therefore, if we write the right motto about our entire administrative activity from the unity of the administration, but are often still quite far from the desired ideal in our practical measures, we would be wrong if we wanted to turn our gaze backwards and simply copy it, where under very different conditions and conditions in the Austrian administration this unity has already found a far-reaching realization.
