The defense of French-North and Equatorial Africa is necessary for the safety of the Atlantic and the Mediterranean. In Europe, the French alliance is absolutely necessary for the "Balance of Power" and the security of the British Isles, and without the English alliance France is lost, because it did not only maintain a decisive influence on the Germans. An alliance between him and Russia will only give him conditional security, for it could never be certain that it would not be replaced by an alliance between Russia and Germany. -6-
