More important than an impoverishment of Germany, is an increased prosperity of the other European nations. It will be shown that European integration is basically an accompanying condition of the balance of powers. Without European integration, the balance of the powers cannot be maintained. Without the balance between the powers, there cannot be an integrated Europe. It is a common mistake - which is also constantly propagated by the Germans - that the "balance of the power" divides Europe. The opposite is the case - it unites Europe against any attempt at domination. The balance is not the cause of the war - the fact that it has not been preserved has caused it. If Europe is balanced and integrated, then that means lasting peace and security for all. The French and British empires complement each other, they stand and fall together. If French-Indochina is not defended, then Singapore cannot be defended either. Madagascar's defence is part of the security of the Indian Ocean. The defense of French-North and Equatorial Africa is necessary for the safety of the Atlantic and the Mediterranean. In Europe, the French alliance is absolutely necessary for the "Balance of Power" and the security of the British Isles, and without the English alliance France is lost, because it did not only maintain a decisive influence on the Germans. An alliance between him and Russia will only give him conditional security, for it could never be certain that it would not be replaced by an alliance between Russia and Germany. -6-
