29 All other goals are secondary or irrelevant, or - if they hinder or overshadow the attainment of the ultimate goal - a deadly danger. If the ultimate objective is not achieved, then the war may well be won, but then peace will be lost - that is, the second world war will have been won for nothing as well as the first. If Germany is to be defeated, then it must be incorporated into the new European order. Much discussion is being held about the way in which part of this order is to become and at the same time prevent it from disturbing it for the third time. The oversized power of Germany must be restricted - that is correct. But power is always relative. It is also true that Germany's power must be limited even in very strict form. One must not, for example, allow it to retain complete control over the Rhineland-Westphalian Jndustrie area or military facilities in the Rhineland. But it is far more important that the weakening of Germany is relative than absolute; it is always better to trust in one's own strength than in the weakness of others; the future European order must be based above all on its own inner strength and not on the weakness in one of its parts. Once a certain limitation of the excessive German power has been achieved, it will be necessary to create the political, economic and military strength through which the new European order will emerge.
