This government has an autcnomous legislative law, which must only be exercised in accordance with the interests of the Reich. In order to ensure this consistency, the German Minister of State has provided for a supervisory right. The ministries, state authorities and district authorities are essentially purely Czech occupied and enforced with only a few German key forces, the very largest part of the municipalities, over 7ooo, still today those Czech mayors who had been democratically elected before 1938. Police and gendarmerie are almost completely Czech, and only the indirect interests of the Reich and purely German interests are perceived by German police organs. Justice is purely Czech, only treason and treason are subject to German criminal justice. There is a purely Czech institution, the Czech government force, to which Germans are not allowed to belong at all. This would also be in conflict with the Führer's instructions, inasmuch as National Socialism is not supposed to be an export article, and so Czech culture today is nimbling a development that is more important than many years earlier.
