It is of crucial political importance that a single central imperial power with a man at the head - who receives his instructions from the leader and is under him alone and is responsible - determines the policy in the Protectorate. Discussions about the division of the Bohemian-X Moravian space, they may always be conducted from which side, are politically false, frail and must be omitted. The fact that the leader also has this basic view was demonstrated by two acts from the recent past: firstly, by the establishment of the German Ministry of State with the German Minister of State at the head and secondly by the secret decree of the leader, which in the case of UlllovePg Pho of the current President Dr. Hácha provides for the appointment of a new head of state for the Protectorate In these considerations, however, it must be clear that the establishment of the protectorate does not yet address the Czech problem as a solution. In fact, it is only through this that the beginning of an act of succession has been initiated, over the course of which several generations will have to have complete clarity in every direction of the empire. I already worked out a memorandum on the Czech question and its solution in the year 1 940 and coordinated its political lines with the Führer.
