The leader demands that the Czech people contribute to the joint efforts for the creation of a New Europe with its work and the complete fulfilment of its civic responsibilities. In this regard, the cooperation of the Czechs with Germany has reached the highest forms of effectiveness and good agreement. In this war production is just as important and has become as decisive as the task of fighting in front of the front. And from this point of view it is necessary to consider the value of the contribution of the Czechs and the merit of their efforts in industrial and agricultural production. The honour of the Czechs is respected and effectively maintained in their own army, called "government force", consisting of 7ooO volunteers, whose training you could observe yourself during your visit to the Prague garrison. Will Your Excellency be able to tell me what is the difference between the Protectorate of International Law and that of Bohemia and Moravia? Is there a similarity or analogy? There is no similarity between a protectorate of international rights and the protectorate regime, which was established for the Czech people in the framework of the great community of the empire. The de facto principles on which each of these two statutes is based are completely different, for the Czech people had always been included in the schoss of the German people and formed part of the old empire under the name Kingdom of Bohemia and Margraviate Moravia for over a thousand years. In the economic sphere there is a complete mutual disparity between the interests of Bohemia and Moravia and that of the Empire. All these circumstances have brought about the special statute according to which the Protectorate is re-elected and which has its own characteristics. Finally, Excellency, I would like to inform the Spanish public about the nature and scheme of the financial contributions which the Protectorate contributes to the burden of the German State. The Protectorate contributes to the general expenses of the Empire only a flat-rate contribution (matricular contribution), an institution created by Bismarck l87o when the Second Reich was founded for the states. Otherwise, no expenditure intended for the Empire exists on the Czech population. The amount is appropriate to the requirements of a future budget.
