33 -5- In the course of the planning of the inner calm, order and security, the state now issues general or individual orders by its administrative authorities. Now he must monitor their observance. In the area of internal administration these are the gendarmerie and the uniformed protectorate police. It is therefore clear that what happened in the rich only after the takeover of power in the area of the police administration existed in the countries of Bohemia and Moravia because of the special structure of the general administration for many decades, and indeed the police management is in the strict sense such an essential component in the organism of the public administration that the separation of police from the administration here would mean the amputation of a healthy member in order to attach a prosthesis to the organism, because such an administration deprived of police administration in the form of a new enforcement corps would necessarily have to be preserved if it was to fulfil its function.
