The evacuation of persons who are "non-occupational at their place of residence and have a second apartment elsewhere" would therefore first of all assume that the second apartment has not already been granted and has been provided by the municipality. In view of the existing housing shortage, which forces communities to resort to all unexploited dwellings, cases of this kind will probably be rare. The practical possibility of evacuation is therefore likely to be limited if the access of the municipalities to such dwellings is not prevented or even reversed by the admissions of those seeking housing.
