On 27 June 1939, the new statutes of the National Council applicable to the Protectorate were adopted. "According to the decision of the President Dr. Emil Hacha of 6 June 1939, the Czech National Council in Prague is an aid centre created within the Czech national life for the purpose of coordination and practical division of labour of all non-political associations, institutions and national associations. This also defines his relationship with the national community, which is the political leadership of the people and also regulates the relationship of the Czech National Council with the institutions of the public administration, to which all executive violence is reserved. The Czech National Council sees as its task the integration of all groups of public life into non-political, national and cultural cooperation, the organisation of common national activities in the national and culture sense and the penetration of them with a unified national spirit".
