Since Hácha is already "gently prepared", it would be expedient to have a referendum of the National Council in the ministerial meeting, for example by Minister Bertsch and support of the Moravec, with the indication that the liquidation of the most important subdivisions would, as it were, lack its foundation and, moreover, that it itself should be politically burdened. Through careful contact of the Imperial Protector with Hácha, he would then have to be forced to dissolve the National Council on his own initiative; this could be presented as a special German approach and consideration of the historically special position of the National council in the consciousness of the Czechs. As a justification, which could possibly be substantiated more closely, it should be pointed out against the National Council: a) Its anti-German past, especially in the Velt war, and its parallelism in modern times. b) The omission of any affirmation of the Reich and loyal declaration. c) The National Council as one of the most important Freemason centres of the Czechs. (e) His attempts to influence the Czech minority in the Sudetengau, even after the establishment of a protectorate. All these measures would, in practice, result in a completely different approach, but the aim of which would be to achieve the fullest possible result, which would bring the whole of popular work to a standstill within the existing framework. At the moment, the way in which it is carried out would not be perceived as a uniform conscious blow by the German side against the Czechs. At least, the impression would be that the German approach was intended to enrich (the stock of buildings and buildings).
