With reference to our yesterday's consultation I turn to the following: 1 According to the Reg.-VO. of 1. 194o (Slg. No. 19), every former Czecho-Slovak angrige, who had his residence, the right of residence or the right to determine the home jurisdiction in a municipality of the Protectorate on 16.3.1939, became a protectorate member. Only those persons who gave up their residence in the Protectorate before 16.3.1939 and who acquired another nationality (e.g. the French or English) before 18.1.1994 (date of entry into force of the Reg.-Vo.) did not become members of the protectorate. Persons who only after 15.3. In 1939, the Czech emigrants who fled abroad after the establishment of the Protectorate must always be regarded as members of the protectorate, even if they have acquired a foreign nationality under the law of a third State. An exception exists only in cases where such persons have acquired German, Slovak or Hungarian citizenship.
