In this context, it is important to note that, in the context of the European Union's external relations policy, the Community's relations with the countries of Central and Eastern Europe and the EFTA countries, the European Economic Area (EEA) and the Mediterranean countries, as well as with the EFTA States, have become more and more important. In view of what has been said, consideration should be given to reorganising the authority of the protectorate from the point of view referred to in point II, i.e. by means of a reasonable reduction in the number of government members and ministries and a favourable centralisation of the business units. On this occasion, it would be advisable to reform the state, district and local government, especially in a factual sense, and what the leadership (appointment of mayors, advisory meetings, etc.) is concerned with.
