28- already should not have been carried out by the Academy, because the Academy is a very young institution with little work at the moment, while the University has a relatively strong stock of historians and, finally, it is its own history and not that of the Academy.3 The third difference of opinion was on the question of the future position of the "special envoy for the Slavic scientific institutions". In my draft, it was said that the "special representative" had to carry on certain functions, in particular he would have to take care of the use of non-Germans in the institutes of the Reinhard Heydrich Foundation. Here in érster line was the "Oriental Institute", which was attached to the Reinhard Heidrich Foundation, whose members are above all Czechs. The rector feared that the continuation of the "special representative" would lead to a double performance in the Reinhard Heydrich Foundation. In his opinion, the functions of the special envoy would have to stop. For the "Oriental Institute" the German Prof. Grohmann was responsible. I was aware from many discussions that Magni- fizenz Buntru was particularly sensitive to the position of head of the Reinhard Heydrich Foundation. At the Rector's express request, the Statutes of the Foundation included the sentence that the Rector of the Karls University should be head of Reinhard Heyedrich Stiftung. I have campaigned for this sentence to be taken over by all the relevant departments, especially in a conversation with the Council of Ministers of the Federal Republic of Germany, which had legal and political concerns, in order to underline that the Reinhard Heydrich Foundation should be closely associated with the university. In the implementation of this statute, interests of the university were represented both by the Rector and by me, not by the Reich Protector. From the point of view of the Reich's protector it is undoubtedly more expedient, the determination of the head is not laid down by law in the manner indicated, in order to free hand in all situations - 5 -
