There is no need to make provision for periodic reciprocating events to require a particularly intensive protection service, especially as they are announced by the publication of the programme, by the constant succession of times, by which a mostly long-term renovation and reconstruction work is announced, and not only arouses the interest of the population, but also that of the state's finesse par excellence. Thus the most natural basis for an attack is created, which in the long run is prepared and weighed in peace. To thwart such a beginning is the task of all the pre-, pre- and finally the safeguards to be taken. From this follows that all necessary measures must be borne by the highest sense of responsibility. It would mean a gross breach of duty to become aware of this responsibility just before the start of such transactions.
