68a In view of the fact that partly due to the hesitant behaviour of protectorate services, partly because of material shortages, manufacturing difficulties and other technical reasons, the implementation of the language regulations issued is still not enforced, I ask for an immediate report, until what time within your area of competence the goal is reached when all forces are tensed. For general political reasons, the language rules must be enforced as soon as possible. I therefore intend to set the Prime Minister a deadline after which any breach of the rules will be subject to immediate service by the person responsible.
