1a I therefore command: 1. Every case of drunkenness, whether in or out of service, is to be punished - at least under criminal law. 2. Any kind of drinking compulsion is forbidden. Submissive or younger comrades must not be held back to the late hours of the night under the pretext of upbringing. 3. The duty of the superiors to obtain obedience and, if necessary, to force it by all means is also with regard to drunken subordinates.However, if possible, an immediate influence on the subordinate is to be avoided, it must be done by comrades.If immediate personal action of the supervisor is not to be circumvented, then this has to be achieved calmly and as far as possible in a comradely manner. The above decree is to be published once a month to all members of the administrative police.
