- 3 seeks to regulate questions of law of common interest by means of agreements. Such a development is fundamentally undesirable, since the Protectorate is granted a state-like position.I therefore ask that the Supreme Reich authorities at the same time point out that matters of a sovereign nature relating to the common interest are in principle governed by Art.ll of the Treaty on the Functioning of the European Union. The conclusion of agreements must, as an exception, be limited essentially to disputes of a financial nature and similar cases in which, for political or tactical reasons, it is appropriate to avoid the appearance of a coercion, the matters to be settled by means of an agreement which, in the territory outside the Protectorate of Bohemia and Moravia, usually administrative contracts between the Reich and the Land or Province or Gau u.dgl.
