I myself, then head of Group I, was appointed General Officer for this Ministry in June 1942, but also as President of the Linisterium and General Representative of the Minister for Education. Accordingly, I am not a general officer at all and I would think it right if this designation for my person were to coam in the future, since it has to get a wrong impression. Experience with the establishment of the general= and principle officers I could not make. From the following remarks on paragraph 2 of your letter it will be abundant that I do not consider the transition to the General Officers' system to be appropriate for the Hinisterium für Schulwesen. It would mean a step backwards in every respect. 2. The Ministry of Education is run exclusively by German, the Czech Minister acts in the first row as Minister of People's Enlightenment and exercises the function of Minister of Education only formally. - I am the same as his general representative in the direction of the Ministry and at the same time President of the Department of Education.
