APR 1942 Ropr e Copy: - 15.APR.1942 At present the Reich Protector, although the highest authority in school matters is the fourth instance, has taken over a whole series of matters of the one instance. This is especially the case in personnel matters, e.g. 1) the recruitment of new teachers of all school classes and 2) the retirement of leading forces. In each individual case, the decision is reserved for the Reich Protector. However, this principle has already been broken in recent times by the release of teachers for German instruction (order of the Reichs- protektor of 1 December 1994l, No. I l0-E I T-2l9/4l). The previous way: the BSA, the application is prepared, provided with all necessary supporting documents and submitted to the LSR. processes the application, prepares the required tabular applications (usually in s i e b e n equivalents) and forwards the document with all annexes to the MSV. In turn, the latter processes the act and directs it to the Reichsprotektor via the secretariat of the chairman of the government: from there it is sent directly to the competent German inspector with a question about the political reliability, or whether the possible further approval appears desirable. Vøn re-directs the document back to the Reichsprotektor with the corresponding ejection and finally moves back to BSA, which is responsible for the implementation. In the case of a new appointment, the path is extended by J the involvement of the Oberlandrats. This lengthy process of instance involves many forces involved in the same matter: the conceptual staff, the departmental and/or departmental boards, law firms, typists, entry and exit offices, the staff who are required to obtain the accelerated delivery. This, of course, leads to a delay in the administration for purely physical reasons, which must become the more lengthy the more people have to take the act into their hands. The number of the submission reports, the possible statistical references, the tabular applications, etc., is thus considerably increased.
