18a. -2- over the other works managers within the scope of the responsibility of the works management an unlimited right of instruction. The other works directors are equal to each other. § 3 /1/ The first works manager is responsible for the overall management of the Stadtwerke. It ensures in particular the progressive development, the uniform energy-economic orientation of the utilities and the coordination of the mutual economic requirements and tariffs of the various parts of the municipal utilities. /2/ The plant managers referred to in § 2 para.2 No.2 shall be responsible for the technical and economic management of the works in the participating companies of the municipal works for which they are appointed. /3/ With the agreement of the Primator, the First Manager may reserve the right to make generally important decisions with respect to the other works managers. Furthermore, the distribution of the business is regulated on the proposal of the First Director of the Factory during written service of the primator. § 4 /l/ The factory management has to bring about the decision of the Frimator in the following matters : 1. (ii) the conversion of the legal fora of municipal works and undertakings in which the city is involved through the municipal works; (iii) the acquisition and abandonment of participations; (iv) the establishment of taxes and tariffs; (v) the adoption of new tasks for which there is no legal obligation; (vi) the transformation of the juridical fora in municipal works, and of enterprises in which it is involved by means of the municipal services; (c) the transfer and the abandonment of shareholdings; - the provision of urban property, in particular the acquisition, disposal and burden of property, gifts and loans, in so far as they are not included in the economic plan, or where by their nature they are regularly recurring transactions of the current management; Absence of the city's claims and completion of comparisons, in so far as they are not business of the current administration, which are gel'ci of irrelevant importance. 7. (a) the taking up of loans, advances, guarantees and commitments arising from the purchase or purchase of other securities, other than those provided for in the plan;
