It will be assumed that the leadership created by the appointment of a government commissioner will remain in the city administration and that the prime minister will continue to lead the administration in his own and ultimately responsibility. It is also stated that the idea of self-government should continue to be realized and that the administration should experience an ongoing revival from the outside. According to the model of the German municipal order, advisory forces should be placed at the side of the head of the city administration under consideration of the special conditions in the protectorate. The whole circle of tasks is too large and varied to be able to judge, on the basis of its own knowledge of circumstances, all the problems and questions arising from a single personality, the "other of administration needs rather the advice of personalities who have an open mind for the conditions and needs of the city. The administrative commission in question should not last, it is set up by a general order of the government; there are no rules on the appointment, duration of the act, competence and obligations of the members of the Commission; the advisers should be appointed as honorary officials in order to strengthen their responsibilities and their sense of duty.
