In order to exercise their powers, the Oberlandrats may assign liaison officers to the land's own authorities in their field of office. The Oberlandrets are appointed by the commander-in-chief of the army on a proposal from the Minister of the Interior of the Reich and appointed to their office by the head of the civil administration or on his behalf by the chief of the corps. They are under the authority of the Chief of Civil Administration. The District Commissioners are proposed and appointed by the Upper Land Councils to the Head of the Civil Administration, who has to confirm them. They are directly under the responsibility of the Higher Land Council, from which they receive their instructions. IV. The State Government must direct all instructions to its subordinate state authorities through the Upper Land Councils, which must also be involved in any other exchange between the State Government and the Subordinate State Authorities. The district chief teams give their instructions to the mayors exclusively by the district commissioners. The top councils are authorized to call a decision of the chief of the civil administration in case of concerns against orders of the state government. In addition, the District Commissioners may submit orders from the District Chief Teams to the Mayors for a decision on their implementation to the Oberlandrat. The authorities responsible for the administration's operation are assigned by the military command authorities to the civilian administrative authorities, which remain economically, human and managerially subordinate to their battalions or staff. As regards the operation, they have to comply with the request of the administrative services. the execution of the operation is the responsibility of the police troop commanders. VI. The above rule applies as long as the executing force is exercised by the commanders-in-chief of the army groups in the operational area.
