Annex 1 Guidelines for the implementation of the Civil Administration _im_Operational Area. I. In order to assist the Wehrmacht in the exercise of force, the army groups or their commanders-in-chief are attached to the civil administration. They are not intended to carry out the administration in the operational area themselves, but only to supervise the land-based administration in operation area. The individual army corps in the field of army groups have been assigned liaison officers of the Cdz (chief of the corps administration). The head of the civil administration is the organ of the commander-in-chief. In it, the entire civil administration unites, avoiding any division of any kind of technical or other kind. To it are attached advisers and clerks of the individual places and administrative branches, which he provides with Veisungen. The state government in the operating area exercises its own administration in accordance with the existing state laws within the limits imposed on it by military violence and according to the instructions of the head of the civil administration. The head of the civil administration has a right of instruction towards the state government and the state authorities.
