Every German official must be clear that only economical application of the existing German possibilities of influence ensures their impact and that the constant exploitation of the superiority of the German sovereignty makes them dull and ineffective. If the German official in the district authority believes that he is aware of what is contrary to German interests, he has the opportunity to inform the Oberlandrat, which, by virtue of his authority, is involved in the Eage, without acting himself.
