Whether the direct business relationship with the authorities of the Protectorate, which already exists on the basis of special contracts with Czecho-Slovakia, should continue, still needs to be examined in agreement with the Reichsprotector. Representatives of the Supreme Reich authorities and other civil servants may not be directly attached to the central authorities or subordinate departments of the autonomous administration of the Protectorate. In so far as there is a need to send workers in kind, these must, in agreement with the central office in the Reich Ministry of the Interior, be assigned only to the Reich Protector or the Reich Services under his authority. The Reich Protector decides whether it is necessary and expedient to assign officials of his authority to the autonomous departments for the purpose of monitoring. Missions to the Protectorate are to be omitted in principle until further notice. Exceptions can only be made for a very special reason. They are only permitted after the establishment of the departments of the Reich Protector with the express permission of the Central Office in the Reich Ministry of the Interior. Before taking up any business in the Protectorate, officials and other representatives of the authorities on business trips must report to the Imperial Protectorate in Prague.
