Nationals act on the condition that these perpetrators are subject to the decree of 5 December 1939 (RGBl. I., p. 2378 - VBIR. Prot. No. 6/40, pp. (c) if persons in a building, room or installation who serve the purposes of the German Wehrmacht or a department of the Reich, the NSDAP, or any of its divisions, have died a non-natural death, or if unknown corpses are found there, and (d) if German nationals have died suddenly and, as a result of the cause of death not to be stated by the doctor, it is necessary to verify whether the death may have been caused by a third party's criminal conduct [as in the case of German suicides, see (a) above]. (2) In all other cases of death investigation, the competence of the detective police is vested. However, the German Criminal Police may intervene at any time, namely (a) by way of supervision and (b) in special cases — if e.g. the death of a D e t s c h e n is caused by a non-German, even if the application of the law of violence of 5 December 1939 does not apply. II. Treatment of a case of death investigation. 1. First attack. Since the first findings made after the discovery of the event are also crucial for the further processing and clarification of the facts, the officials carrying out the first attack shall have, until the arrival of the relevant officers (mortar readiness and/or (a) the body and the scene of the crime or the crime, (b) to identify and secure the witnesses in question. 2. Notification. (a) the direct department of the Protectorate Criminal Police (GK-meA-, KA- and KA-, respectively). KD) and (b) to inform without delay the local competent department of the German Criminal Police, if its jurisdiction is given or can be assumed in the present circumstances. The official who took over the report is obliged to: (a) the head (representative) of the readiness to murder; (b) the comissar of the service (in the case of the KD also the inspector of the department); (c) to notify immediately the competent department of the State Police Department in the event of political incidents. 3. The readiness to commit murder. The use of the willingness to commit murder to deal with cases of death investigation, including suicides and suicide attempts, shall be ordered by the relevant senior officials. Alerting the willingness and handling of these cases shall be carried out, in particular with regard to the crime scene investigation carried out by the DA: "Processing of capital crimes", St. 17-101-02(2). 3
