In addition, the determination of basic wages and monetary factors and the arrangement for the introduction of wage-setting measures can only take place if it is ensured that the company has previously carried out, to a sufficient extent, the best possible alignment of the flow of labour and the calculation or measurement of the new set times. Continuous subsequent changes to the chord bases, which could have been made already in the course of a timely planning and organization of the flow of labour, must be avoided, since they repeatedly require changes in the new preset times and chords, which can shake the confidence of the workers in the New Performance Wage System and thereby weaken the will to perform. Proper set times, which can really exploit the existing reserves, are found more objectively and in accordance with experience, if the employees responsible for the investigation have not yet knowledge of the amount of the financial factors, because then the incentive to dilute the times with regard to the desired earnings results. In view of these considerations, the Böhmisch-Mährische Maschinenfabrik A.G. has been asked to complete the planning of work and the determination of the new set times to such an extent that the introduction of the performance wage system can be safely applied, irrespective of the decision still pending on the final monetary factors. According to the announcements of the Bohemian Moravian machinery factories A.G., there is now a sufficient number of these work plans and schedules for the aircraft factory and for parts of the automobile factory érst, while the new work plans for the machine factory are still to be prepared. Even after this fact it is therefore incorrect that the Bohemian-Mährische Maschinenfabriken A.G. had already taken all the wage-orienting measures necessary for the increase in performance and that only the approval of the Ministry of Economic Affairs and Labour was missing.
