Commissioned by me on the main points of the above report, I take the following position: 1.) The criticism with which Professor Pfitzner confronts the previous planning work of the county council of Niemeyer appears at least premature at the moment. It goes without saying that in planning the problem of financing it cannot be overcome and that not only the financial possibilities of the city must be established before the start of the work, but also binding commitments of those bodies which participate in any form in the implementation of the overall project. Some time ago I asked Mr. State Councillor Niemeyer, after the individual plans have taken on a firmer form, to prepare a draft as well as the financing is planned and from which co-participating bodies (Reichsbahn, Protectorate Railway, Reichsautobahn, etc.) he has received binding commitments, indicating the amount of them. Only then can it be examined to what extent and in what order the planned work can be carried out. As soon as Councillor Niemeyer has given me the basis for the calculation, an in-depth discussion of all involved departments will be able to bring a final clarification. 2.) The administration of the German schools of Prague is currently exclusively with the Ministry of Education, while the Czech schools of people and citizens of Prague of the City of Prague.
