The preparations for the planned school buildings in Moravia are continuing, but not with the speed that would be desirable. The Czech authorities in Moravia, which have to participate in the school buildings, in particular the building department of the state authority, whose head constantly orally provides me with a report on the state of planning work, certainly show those who want to finish their work speedily. The lengthy approval procedure, which almost completely deprives the local authorities of the possibility of independent decisions and repeatedly forces them to submit their proposals to the relevant ministries in Prague, has proved to be a serious obstacle to the implementation of the structures. I have made proposals for an abbreviation of the procedure with reference to l2.Sept.40, to which I would like to refer once again on this occasion. In view of the fact that it is now no longer possible to expect the actual construction work to begin this autumn, it must at least be ensured that all new school buildings, whose construction has been required, will be tackled in due time in the spring that they will be ready for reference in the autumn of the year. More and more urgent is the need for the establishment of a separate school supervision district of Brno-Land, since the current structure of the school supervision department overburdens the district school inspector of Brno in an inextricable way. On the other hand, it complicates the work of the Oberlandrats, constantly with two district inspectors.
