9_S 11 special accountancy of the future independent agricultural land management group. In the same way as the goods of Section IX of the Ministry of Agriculture, which come from the land reform, the protectorate goods, which are managed by Section VIII of the Department of Agriculture Group, would also be transferred to the future independent land office and treated there in an accounting manner. Section VIII has been managing the protectorate forest and the farms in two separate groups since 1 October 1990: (a) the forestry group and (b) the agricultural group. The transfer of the protectorate's assets (domains) to the future independent land office is therefore subject to the transfer of all claims and obligations relating to the group of agriculture, Section VII, and the assets of this group after the separation has been carried out. This would also ensure that all the owners of the Land Office and the Protectorate's property were properly processed. A clear separation between the previous and future tasks is to be carried out at the former Land Offices and the District Offices for Bo- denreform. The tasks to date would focus on the implementation of the Czech soil reform in legal and financial terms, for which a special group should be set up in the future independent soil office. Although for the time being the implementation of the old land reform and the construction of the same permanent ground office must be further processed by the existing staff - employees and officials of the ground office and the district offices - the efforts must be made to gradually pull out the skilled workers for the construction work and the execution of the Czech ground reform only by the Czech officials and employees under the supervision and leadership of the commissary management
