Anl 0000/ As I have just been told, the draft government decree on the Bodenamt für Böhmen und Mähren, to which Your Excellency has already given your consent, has been completed and is to be submitted to me shortly for signature. 2 of this draft states: "The chairman of the government as well as the head of the ground office may adopt legal and administrative provisions in the area of responsibility of the land office." I do not consider this wording sufficiently clear, since it does not show whether the director of the soil office will have the right to enact regulations alongside the chairman of that government / which would lead to a dangerous competition between two legal entities /, or whether he will have this right only after the chairman's prior consent of the director to whom he is subject /§ 3, para. On the other hand, it is not apparent from the wording that the right of the head of the Land Office to adopt regulations is limited to the adoption of regulations.
