I cannot share your view on the draft government regulation on the Bodenaufamt für Bohmen and Mähren. § 3, para. 2 of the draft states that the chairman of the government, as well as without the special agreement of the president of the Government, is entitled to the head of the Land Office in the territory of the land office. A dangerous competition between two legal subjects cannot exist, since the lawmaking in Bohemia and Moravia in its last goals must in any case correspond to the interests of the empire. Moreover, the unity of the law is guaranteed by special regulations. Already the organs of the Protectorate have to exercise its sovereign rights in accordance with the political, military and economic interests of the empire (Article 3, para. 2 of the Führer's Decree on the Protectorates of Bohemia 4 and Moravia of l6.3.1939).
