13 29 June 1942. RProt. St.S.244/42. 1942 1) To the 29th President of the State Dr. Emil Hác h a, Prague. Subject: Government decree on the Bodenamt für Böhmen und Mähren. Reference: Letter of 23 April 1942 - L 1278/42. President! Section 3, para. 2 of the draft states that both the chairman of the government and without special agreement of the president of the Government, the head of the office in the area of responsibility of the Land Office, is entitled to a right of law. A competition between two legal subjects cannot arise, since the lawmaking in Bohemia and Mühren has to comply with the Jnteresses of the Empire in its last goals anyway. Moreover, the unity of the law is guaranteed by special regulations. Even the organs of the Protectorate have its sovereign rights to exercise in accordance with the political, military and economic interests of the empire (Article 3, para. 2 of the Pührer Decree on the Protectorates of Bohemia and Moravia of 16.3.1939).
