Apparent willingness to cooperate or to show kindness must never conceal the true character of the Czech. The two guards who were murdered paid a casualty - they had not loaded their weapons during the patrol service - with their lives. With this day, I order that in the service and out of service, at the slightest suspicion of an attack by a Czech or at the least resistance on the occasion of an arrest, the gun must be used immediately.
