l - 2 - for industry, commerce and commerce, the timber from the central office for forestry and wood industry are managed and allocated by the Ministry of Public Works and bricks from the brick distribution office, while the labour force is provided by the Labour Office, i.e. a post subordinate to the Ministry for Social Welfare. There is therefore no less than a number of different departments to be consulted before four of the representatives responsible for the regulation of the construction industry can decide.It should be noted that the allocation of iron and steel to industrial buildings has been carried out by the Minister for Industry, Trade and Trade since the introduction of iron or steel. This process of management has certainly begun, works smoothly and there is therefore no reason for any change in this respect. However, it seems quite expedient, the remaining three instances, i.e. to combine the Ministry of Public Works for the timber, the brick distribution office for building blocks and the Ministry for Social Welfare with regard to labour input in such a way that the available quotas of wood, stones and workers are directly managed and issued by the Ministry. The Ministry already administers the contingencies of timber and iron, as far as private buildings are concerned, and thus already combines two important aspects of construction activity in its hands. The Ministry of Public Works, through its technical service at the district offices, also has technically suitably trained local inspection bodies, which can maintain contact with the builders on site and inform their superior authority. It would therefore be entirely sufficient if the Ministry of Public Works were to be given quotas of building blocks by the brick-distribution agency and quotas of labour force by the employment offices or the Ministry for Social Welfare.
