17/6 Eing.: 30.JUNI 1941 Ta 7 Minutes. Subject: Implementation of Government Decree No. l66 of 7.5.1941 on the ban on new construction. The above-mentioned Government Decree distinguishes between buildings which had already begun on 7 May 1994 and those which were first mentioned, i.e. on 7 March 1994 and which were named in the first place. Buildings started, according to & 3 the competence of the local employment office, which is authorized to give consent to the continuation of these buildings. According to the experience gained so far, it can be assumed that this part of the government regulation is relatively easy to carry out and enables a liquid further work. However, the workers' housing of the industry is an exception, for which, if it could be determined, the authorization obligation has been established by the authorized representative for the regulation of the construction industry by verbal means. With regard to this category of industrial buildings, the objections set out below apply. The situation of the industrial buildings which had not yet begun on 7 May is much more difficult. With regard to this, the law in its section 2 requires that they be exempted from the general ban on new buildings if they are granted the importance of war or the importance for state and economic policy by the competent authorities. As a determining body in this respect, the "Construction Commissioner for the Re- enactment of the Construction Industry in the Territory of the Protectorate of Bohemia and Moravia" was designated by decree of May 1st, 1st and Mr. Saupe's Government Boardlor was appointed as the commissioner. As far as is known so far, the derogation is granted by the agent if the necessary materials such as iron, wood and brick are ensured and if the competent employment office also declares that the required labour force can be made available.
