Foreign nationals, stateless persons, members of the protectorate and protected persons of the Reich are considered as foreigners within the meaning of this circular (now in accordance with the decree on the German People's List and the German nationality in the integrated eastern territories of 4 March 1941 - RGBl. I p. 3J8 - as amended by the decree of 3 January 1942 - RGBI. I pp. 51 - and according to the decree on the acquisition of citizenship in the exempt territories of the Lower Styria, Carinthia and Krains of J4 October 194] - RGB, I p. 648 -). 2.) The driving licences issued in the General Government or in the Protectorate of Bohemia and Moravia are valid as German driving licences throughout the Reich. The driving licences issued in the rest of the Reich area are valid in the General Government and in the Frotektorat Bohemia and Mahren. The driver's licences issued by the General Gouvernement also apply in the Protectorate of Bohemia and Moravia and the driving licences granted by the Froektort Bohemia and Mähren also apply to the General gouvernment. 3.) The control of the German language is not a precondition for the granting of the driving licence, but the familiarity with the German traffic regulations and signs must be proved at the time of the registration according to § 1l or 15 StvZo. 4.) As supervisors within the meaning of the regulations under I and II. persons who possess the German nationality, are German nationals or possess the nationality of a connected or friendly state. The supervisory persons must be carefully selected by the lower administration +usgs authority (authorisation office for motor vehicles) and strongly informed about their duties as supervisory persons. This instruction must be repeated from time to time; the registration offices may also request other police services to do the instruction. 5.) In the near future special provisions will be made for driving buses.
