In the afternoon at 6 a.m. the second meeting of the Standing Committee took place. "After that, Abg. B e r a n spoke about the extraordinary measures available by the government for the whole territory. He explained that, after September 1, there were such events in several places that, for reasons of the preservation of the rule and order, it was essential to intervene in these extraordinary measures which restricted the freedoms of citizens guaranteed by the Constitution. There is no need for any detailed justification that the measures taken to preserve the peace and integrity and the necessary state authority were at the most necessary."
