Characteristic of the spirit are the following passages: Introduction: "We live in difficult times. The division of Czechoslovakia, the internal constitutional change and the need for a new orientation in foreign policy are the fundamental facts that will determine our development." Foreign policy: "We become aware of our geographical situation and our real significance and strength, and of our friendly relations and cultural and economic cooperation. "The neutrality dictated to the Second Republic by its geographical expansion and exposed situation in Central Europe must not mean that the army would be superfluous. We must at all costs preserve our military power. The Wehrmacht, in addition to a good foreign and domestic policy, is and remains the guarantee of our state independence and pretence."
