The Ministry of Foreign Affairs of Italy has the honour to inform the German Embassy that it has recorded with record of October 1st, No. The Ministry also refers to the recent discussion between members of the German Embassy and S.E. Envoy De Cicco, and with confidence in understanding some other issues concerning the subject, is pleased to propose to the embassy the following solution to the problems: l.) The Ministry of Foreign Affairs, taking into account all the points set out by the German Embassy, will arrange that, with the beginning of the school year l942/43, the Instituto dei Cultura Italiana (Institut für italien Kultur) in Prague should become an "Istituto di Cultura" (Italian Cultural Institute), i.e. The Institute will form the basis for ever more active Italian-German cultural cooperation in Prague. To the "Italian Cultural Institute" in Prague, which will continue the Ministry of Foreign Affairs at its expense, Italians and German nationals resident in the Protectorate will be allowed to do so. If things develop in the future in such a way that the admission of members of other nationalities, whether they are expatriates or members of the Protectorate, would also be possible, this question will be examined between the Italian and German authorities in the spirit of friendship and broad understanding. ae 2.) With regard to the establishment of an "Institute for Italian Culture" in Berlin, this problem will be tackled as soon as possible in other places in connection with the Italian-German cultural agreement, since the Italian Government does not consider the transfer of an institute of secondary importance, as the Prague Institute is, to the capital of the Reich to be appropriate, since in Berlin the great Italian cultural institute, which is provided for in the German-Italian cultural agreement is to be dignified. 3.) The Italian Government will be completely disinterested in the Czech-Italian League existing in Prague. This league, by the way, has never recognized it, since it is a local association with which never successful relations have existed. 4.) The Italian Government will ensure that the committees of the "Dante Alighieri-Gesellshaft" in Brno and in Moravia-Ostrava are reorganised in the form that the Committees are composed of Italian and German representatives.
