RACE POLITICAL GUIDELINES h/ FOREIGN POLICIES These guiding principles deal with questions of future treatment of foreign groups (and minorities) on the basis of racial-political findings. A detailed explanation and discussion is in preparation. The relations between the peoples are based on the forces of the Völkisch-Rassischen, which the states use the present means of state and power. The conflicts between the peoples are processes that extend for centuries.- The relations between the German people and its foreign people groups and minorities are a folkic and a racial-political froblem, then only a state-legal and power-political. 2. According to the nature of the matter, racial-political-völkish findings and guiding principles must be uncompromising, since they have decisively to weigh up the racial-vukish forces of a people. 3. Terms: The groups of persons of non-German ethnicity of German nationality we call foreign ethnic groups. Those sedentary groups of foreign people, which are parts of a mother people lying beyond our borders, are called minorities. Jews and gypsies occupy a special position; the first are parasites, the second mostly degeneration of a nomad people. 4. The four possibilities of a foreign people's policy: l.
