b 17 - 0 (18) The branches of the German People's List to be established by the lower administrative authorities are established in districts near the Landrat, in urban districts with the Lord Mayor. A branch belongs to: a) in counties 1) the Land Council, 2) the County Leader and other persons designated by it, 3) one to the Land Rat. (b) in municipal districts 1) the mayor, 2) the district head and other persons designated by him, 3) the district director of the municipal administration for popular affairs, 4) the head of the security police and the SD, 5) members of the former German ethnic group in Poland. The head of the lower administrative authority appoints the former People's Germans from Poland in sufficient numbers in consultation with a post designated by the Higher 4 and Police Chief. The branch decides on all individual cases that occur within its area of competence. The examination will be attended by the Landrat as chairman, the district head, three other members of the branch, including a representative of the head of the security police and the SD, and a former People's German from Poland. In all dubious cases in which neither the circuit leader nor a person designated by him participates, the branch shall give the circuit manager the opportunity to comment before the decision, in the appropriate application of the circular of 22 June 1939 (RMBliv.3.1337).
