The Court ruled that, contrary to the general order, the heads of the occupational and social affairs group should exercise the subscription right in all matters not reserved to him or to the Under-Secretary of State and to the Secretary of State as well as to group leaders. It should be advisable to consider a different breakdown, namely that the groups of Division II, whose business area is particularly large and divided into closed areas, will become departments themselves.The future Division II would then comprise the current Group "Economy" and the special section "Reichsbank". The groups "Food and Agriculture" and "Forest and Hunting" could be grouped into another section. Division IV would cover the area of the present category of labour and social affairs with the following groups: 1.) Labour input and unemployment assistance 2.) Wage policy, labour protection and labour inspectorate 3.) Social security 4.) Supply 5.) Housing and housing matters The current group "Price formation" would have to be integrated either in the Reich of Division I or Division IV.
