The recording of the grain harvest is encountering great difficulties in the Protectorate because there is a lack of an organization corresponding to the Reich's nutrition and therefore impeccable conditions for the harvest estimation are not available. So far, estimates have been made by the Central Statistical Office, with the participation of district heads, by voluntary seed level and crop rapporteurs. However, the numbers of the last harvest estimates carried out in this way in October 1941 were not recognized by the departments of the Reichsprotector in Bohemia and Moravia because of their strikingly low results. The Ministry of Agriculture was commissioned to re-establish the harvest results of this year. In these surveys, which were also carried out in October, new paths were taken. Each cereal farmer had to report his harvest results in the form of self-assessment, where he was offered the opportunity to offer the cereals COMs, for example, hidden quantities, without having to fear punishment. Although this action seemed to be very well prepared, it failed. The results were even worse than those of the previous estimate, the Druschproben ordered and the much higher harvest result in the neighbouring areas of Lower Donau and the Sudetenland show that a considerable part of the cereal farmers of the Protectorate secreted substantial parts of their harvest.
