Spiritual superiors who have their place of office within the German Reich must have German nationality. Provincial and religious superiors whose seat of office is outside the German Reichsgebiet, even if they are other nationals, are entitled to visitation rights in respect of their branches located in Germany. The Holy See will ensure that, for the branches of the Order existing within the German Reich, the provincial organization will be established in such a way that the insinuation of German branches under foreign provincial superiors will come to an end. Exceptions to this can be allowed in agreement with the Reich government, in particular in cases where the small number of branches renders the formation of a German province unfulfilled or where there are particular reasons for the existence of a historically proven provincial organization.
