I dare honestly say that the protectorate, which is the most peaceful and safest country in Europe on a daily basis on the international radio network, has been the subject of unrest and insurrection since the state system was incorporated into the empire by its president's stately clever act in the March days of the pre-Jah res. Not only was it spared from war and devastation at that time, but it was able to maintain its people's power without losses. Moreover, due to its central position in Central Europe - far from the front - it is hardly exposed to a direct attack in the present war. The strong empire also protects its borders; the vastly high outlays, which every neutral state must now put into its state budget for national defence, are eliminated and can be used for Czech cultural and other purposes. The Czech farmer goes his plow through the country undisturbed, the slotes of works and factories smoke and the Czech youth is not called to arms, because according to the will of the leader no Czech must serve in the German army. I would like to present to you, gentlemen, on this occasion some official data and figures which best confirm and illustrate my statements and refute the allegations of our enemies of distress, misery and oppression that we Germans brought over this country: the CzechoëSlovak Republic's estimates of 1938 were 4,458.000.000 Kc, i.e. almost 4 1/2 billion Kc for military and defence expenditure. However, actual expenditure amounted to a multiple of this sum, since in l938 for national defence contracts, large amounts of money were made available from other resort budget items, e.g. road construction, railway investments, fortifications and a non-con trollable government fund.
