The choice of preventive and repressive measures to be taken, in particular the determination of the nature and extent of their application, must be left to the discretion of the Lord's executives of the district authorities and of the government police authorities who, in this respect, must take account of local circumstances and the situation of the concrete case. Under this reservation, the Ministry of the Interior of the more closely refers to its Circular Decree of 7 March 1940, No.2403, concerning arrangements for the 15 March 1940 Jehresteg of the establishment of the Protcktorate and the Circulation of the Presidium of the State Authority in Prague of 22 October 1939, No 58,325 Pres. /Provisions for October 28, 1939/, which has also been submitted to the authorities in Moravia for the same procedure. In these circular decrees, the circumstances to which special attention must be paid, and the possible disturbances of the public calm and orderly, which could be caused, as well as the manner of their prevention, are mentioned. It is essential to ensure that the people's attitudes and mood are followed as closely as possible in the time preceding the days in question. The members of the Board of Directors and their subordinate bodies must therefore pay particular attention to all the phenomena and circumstances which could lead to the preparation and possibility of demonstrators and actions or to a disturbance on these days. The germ of any perceived restlessness or suspicious preparations of any kind is always considerate= loose and energetic to suffocate. Tersons who become involved in any agitation or incitement to rallies and demonstrations related to October 28th must be immediately detained and transferred to the court according to the nature of their fault.
