Subject: Arrangements regarding the days of 26th, 27th and 28th October, 1940. In view of the upcoming 28th of October, the Ministry of Interior makes nechdrüicklichst dereuf aufnerksan, deß der 28th. October as well as the days before and after that date must necessarily have a completely normal expiration as other days of the year, i.e. that October 27 as the ordinary Sunday, the days of October 26, October 28 and October 29 respectively must be regarded as ordinary days, and that their character must not be disturbed in the least. Jedvede Remembrance of the date of 28.uktoter l9l8 or of the earlier State holidays of this date is absolutely inadmissible. Therefore, no orvanized or un=organized rallies may take place and is to prevent any demonstrative behaviour which is as miumer ge= antetet, vie a consolidation, the tying of flight maters, the drawing of slogans, the demon= etretive wearing of badges and ribbons in national colours, Cos hanging of flags and symbols, the laying of flowers at memorial sites and in denimals, the performance of inappropriate programs in theaters, cinema matogrephs and other amusements, etc. To the lords of the district authorities and of the government = police authorities it is strictly made an obligation to work with all the means which they consider appropriate and necessary, and with every effort, to ensure that on October 28th the year is the same. and on the dates preceding or following that date, there are not the least disturbing incidents occurring in their administrative procedures and there is no need to maintain public calm and order. The members of the board of directors of the regional authorities and of the government police authorities, as well as all other officials in the field of justice, are personally responsible for the calm and unrequited conduct of the alleged acts in accordance with these guidelines.
