At the head of my monthly report this time I would like to present a whole series of urgent requests which have not been completed and which I have repeatedly made in special entries and reports. They concern above all the increasingly burning need to finally solve the question of languages in the German sense in Prague. With the language instruction which was at the time highly incomplete, we are absolutely unable to get any further in Prague . In those cities where German government ministers are at the forefront, this language instruction can be interpreted and applied as desired. In Prague, Klapka and his officials are still making the greatest difficulties against any reasonable interpretation of their sense. I am now wrestling more than four months for a portable exploitation of the possibilities contained in it, despite all the rigour. However, I do not go any further in certain key points which are essential to us. At the time, I explained in detail that the Czechs are still on the point that in Prague municipal matters, as in the past, the Czech official language also exists today, which - and in this the complete absurdity of this view is expressed - must also be applied by German officials when they enter into official relations with one another. Furthermore, the language instruction does not give me in any way the possibility that I will lead a German stampiglie for my office use.
