Copy for Mr. State Secretary 198 mo MM \/1f Documents for the discussion with Mr. Secretary of State Kleinmann of the Reichsverkehrsministerium Berlin. A) Questions raised by Mr. Minister. L. Güterwagengemeinschaft. The Reichsverkehrsministerium Berlin attaches particular importance to the introduction of the freight wagon community for the following reasons: a) the elimination of significant empty runs, which are necessary by the fact that both administrations are forced to return the empty wagons of the other utilization to the home administration as soon as possible by special expenses. The investigations have shown that the abolition of the obligation to return goods wagons saves 620 wagon runs = 10 trains per day. b) The absence of the necessary registrations at the border and the free movement of the not insignificant personnel required for this purpose for other urgent purposes are avoided. From here the following concerns had been expressed in spring 1 940: (a) deterioration in car positioning; (b) financial failures of the protectorate railways; (e) limitation of the autonomy of the Protectorate railways and the Railways Group in the carriage planning; (d) technical difficulties of car maintenance. mousyn6I/0.. / St. S.r. br zū
